Engine swap question.
So I'm new to this, but I was wanting to know what engine swap I should do...I have 1999 Honda Accord 2.3L vtec but I was considering an engine swap, but would like to know which one from some people who have the know how's... I've read some of the conversation on here and was pretty interested.
Depends on where you live.
If emissions testing/BAR certification is done, you will have to stick with a H22 from a 99-01 Prelude.
H23 VTEC was never available in the US so it would not be a street legal swap.
Also you will want to swap out your transmission for the H22/H23 trans as the gearing matches the engines powerband vs the F23 transmission.

'Power Pulleys', usually an AL crank hub that replaces the factory harmonic damper, will just cause damage to the engine. Without a proper harmonic damper, there will be no way to control harmful vibrations caused by the moving components. Unorthodox Racing used to have a crank pulley that was just a pulley. Do not use that. Without a damper the engine will destroy itself.
ATI - The Dangers of Power Pulleys & Understanding the Harmonic Damper
ATI does make a AL shelled harmonic damper, but that's about ~$400. Worth it if you plan on building an engine.
H23 VTEC would awesome, but problem is it has 'H23' cast into the block.
Now a 'H22' VTEC with the H23 rotating assembly... although seems like a bit of work.

it's a special kind of h23a engine specially made to be similar to the h22a

H23A DOHC VTEC[edit]
In 1998, Honda of Japan produced a rare DOHC VTEC version of the H23A engine for use in Japan only. It has been factory modified with an internal oil passage in the H23A block to operate the VTEC solenoid in the H22A head. Having the same horsepower rating as the H22A engine but it has a lower redline of 7200rpms because it has a longer stroke than the H22A. The H23A DOHC VTEC has 87mm x 95mm (bore and stroke) and the H22A DOHC VTEC has 87mm x 90.7mm (bore and stroke). The H23A DOHC VTEC Engine is largest displacement in the H Series engines with a compression ratio of 10.6:1.https://honda-tech.com/forums/honda-...tions-2341343/

I know the BlueTops, would probably be the only swap I would bother with. But here in CA, at least around here, the smog techs are fairly diligent in making sure everything is up to snuff.
Visually the H22 VTEC or H23(non VTEC) engine is legal. Show up with a H23 VTEC Blue Top, even using all the Prelude bits around it, may net you a fail.
