When I pull the dimmer stick I can hear a clicking around the primary fuse block under the hood but the lights don't change from dim to bright. The indicator on the dash shows the bright lights are on but they are not. Any suggestions on what to check. I checked all of the fuses in primary under-hood fuse box.
