Need help (1999 Si): Headlights, Dash Lights and Brake Lights not working.

Icon6 Need help (1999 Si): Headlights, Dash Lights and Brake Lights not working.

I was about to put HIDs on my car so per the instructions I decided to upgrade the fuses first.

This is what I did:

1. I turned the car off, took the key out of the ignition, then removed one of the two 10A high beam fuses from next to the steering column, and also removed the 30A fuse for headlights from the fuse box next to the battery.

2. I took the fuses to Autozone and got higher amp ones just like the two I had removed from my car.

3. Since I did not have the HIDs yet, I reinstalled the 10A fuse back in its place in the fuse box next to steering column. I also reinstalled the 30A fuse back in its place.

4. I started the car and tried to turn on the headlights ... nothing. No headlights, no low beam, no high beam, no dash lights and no brake lights.

5. Indicator lights, compartment light, and driver side flash-to-pass light works ... but only these.

I have tried different fuses in the place of the ones I removed and the lights did not come on either.

What could have gone wrong? How do I test if I am getting current to the terminals on the headlights? I do have a multimeter but want to know if the car should be running while I test the terminals? Could removing the fuses have reset something that needs to be reactivated?

All the help would be greatly appreciated.

With the key off, measure voltage to body ground at BOTH top test tabs of 30A hood fuse 48 and 15A hood fuse 52.

Just to be clear you never attempted to put in the hid's?

Make sure you put the fuse in the right spot under the dash, it is hard to see under there, double check.

Got it fixed for $40. Turns out there was a burnt wire in the connector for the brake lights. Also, there were some fuses missing that should've been there. Since we bought the car used, previous owner did a number on the poor thing. I didn't install the HIDs yet because apparently DDM Tuning now ships from China! Wanted to buy local and their website is misleading as it says they are in California. Should've done some research before buying. I'd only heard good things about DDM Tuning before but now I'm not so sure.
