Default Scraping/grinding noise coming from rear drum?

Went to Costco yesterday from a rotation and balance that my car was due for. But upon getting it back there's a scraping and grinding noise that seems to happen once every time the tire rotates. This only happens when I am braking and coming to a stop at low speeds. Once I accelerate or braking at high speeds you can't hear anything. What's the deal do you guys think?

positive? All 4 of my brakes got changed at the same time. Don't seem to have any problems with my other drum. Also the brakes were perfectly fine before bringing in to the tire rotation. I don't see how a simple switch of the tires can cause a problem with my brakes.

One could possibly be installed wrong. Or there is something inside dragging. Who knows. Just take the drum cover off an check. Never know could be a wheel bearing starting to to bad.

took off the wheel and couldn't see anything wrong at all. No clear metal even pointing towards any grinding. Took it back to Costco and they found nothing wrong either. Only thing I can think of is that the brake aren't adjusted and the self adjusters are most likely rusted out. Think this could be it? Anyone know how to adjust rear drum brakes on a 99 civic?

the only adjuster in the drum brake is for the ebrake. Which will bring the drum shoes closer or further away from the drum cover. All you have to do is spin the star spinner that's jammed in between the two shoes with a flat head screwdriver.
