Mounting the lap belt in any car is pretty straightforward and is agreed upon (for the most part) by most safety stewarts. Move your driverss seat into the proper position and sit down. Draw a line accross the front of your pelvis such that the belt lays over your thighs just in front of the little bony **** of your pelvis above each hip. Extend that line straight accross, and the belts should be mounted to the floor or side of the car even with that line. Many people have the mounting points a little behind this line, usually for convenience or because they think that's where it's supposed to be since that's where the OEM belts connect, but this is not ideal. The actual mounting should consist of a grade 8 bolt or eye-bolt the diameter of the hole in your harness mount (the size is somewhat universal). Drill a hole that size in the floor or side of your car (or exhaust tunnel in the middle) and install the bolt using a very large washer on the inside of the car and a back-up plate on the outside of the car. Double nut the end of the bolt with lock nuts and seal it from water/rust with silicon. Remember to orient the mounting plate on the harness such that any force is transmitted perpendicular to the bolt, not in line with the bolt (which is why mounting to the floor can be problematic in smaller cars).
*edit*
And I'll go on record in agreeing that a 4pt harness is useless, and any harness without a helmet and rollover protection is worse than any OEM setup.
