obd2b integra ecu have immobilizers in them and will not run a car unless you have the matching key and key cylinder
you could try using a 99-00 civic si ecu or 99-01 crv ecu for emissions passing as both will "run" a b-series and neither have an immobilizer
you will need all the correct obd2b compliant accessories hooked up to pass

Thanks for the info. Just saved me some money. Anyone have one of either said ecu’s?
