D15B1 mini-me D16Z6 fuel issues.

D15B1 mini-me D16Z6 fuel issues.
I’ve got a 1990 Honda Civic bade hatch with a z6 mini-me swapped D15B1.
HA motors P28 ECU, Tuned for RDX 750cc injectors
BRAND NEW RDX 750cc injectors,
stock FPR from 1990 Si (Z6 FPR was too small for OE return line),
BRAND NEW distributor,
Head was rebuilt
Z6 Thermostat body and housing
Z6 head and intake manifold.
4-wire O2 sensor,
did an MPFI swap with an EX manifold, EG injectors (no resistor) PM6, And wired the injectors seperately. All this was done in 2015.
Wired the new injectors into the previous injector harness i had made before (which was fully functional)
i have spark, timing marks all line up, and rail has fuel pressure. But there is no fuel to the cylinders, and listening to the injectors with a stethoscope while cranking, there is no ticking from the injectors.

CEL from D4 is connected to a toggle switch, CEL doesn’t show any codes with the switch off, and with it set to “on” the CEL is on constant. Again, this is a fully remanufactured and tuned ECU from HA motors.

Did some electrical testing in the injector system. None of the injector wires were changed, they worked before, but now there is no power to any injectors. Double checked the wiring, the grounds are connected to A 1, 2, 3 and 5, and the power is connected to B1.
