civic 1995 power steering

hi. i just need to ask why my civic's power steering is not so soft like up models. rim/ tyre size is 15''.
is this genuinly not so soft or any other issue?

I don't understand either. Does the power steering work at all? With the car sitting still, it should be much easier to turn the wheel with the engine running than when it is not.
