Default Can an 03 Civic start without the ignition?

I'm looking to buy this civic:

the current owner says that it can't be started because it doesn't have the ignition in there, but I wanna be sure it runs before I buy it. I'm willing to do all the work it needs unless it's related to the transmission or the engine. If it can't, I'll offer him 300 or just forget all about it. Either way, would definitely like some input on the matter!

No, it will not start without a key that matches the immobilizer ring and ECU.
