hey so i just got a ecu off a friend but there's a problem, so im confident that it's a p28 by comparing pictures off of google, but it doesnt have a sticker its just has b16 p28 NEP written in marker on it, i opened it up and saw that it has a ROM in it, but the name is scratched off on it, anyway i can tell what kind of rom it is?

Is the EEPROM chip permanently soldered into the 27256 chip location? if not you could remove it and place it in a chip reader. Then you would have to retrieve the information from the EPROM. After that you would need software to enable you to read the chips information.

To be honest what does it matter? Do you have any tuning hardware or software? If not I would not try running this in your car no matter what it has written on it.

Take it to someone you know with the proper gear and have it loaded up and tuned properly!
