Hi guys i can't understand what does this thing do. If i plug it in the engine sometimes stay at 3000 rpm after releasing the throttle, but if i unplug it it goes normal to it's 1000 rpm.

IACV or FITV for a carb engine. If it doesn't have coolant lines going to it, it will be the IACV (Intake Air Control Valve). If it has coolant lines going to it, then it's a thermo valve (Fast Idle Thermo Valve). By the looks, it's got a wire harness to it so it's an IACV. It also looks like it's got an open port which I'm pretty sure should have a vacuum hose attached to it. But where it should be attached is beyond me.
I currently have only seen FSM pages for the injected engines instead of carb based.
Both the FTIV and IACV are to control idles for different conditions.
does anyone know where I can find a FSM? I am having a lot of troubles with my eg3 d13b2, but ANYTHING Honda carb related would help. Cant seem to find a single manual
