Post 99 Prelude no start

I have fuel, spark, air, good compression. I also checked spark plugs for foulness. I had put on a new dizzy rotor and cap, cause I had them laying around.

I noticed there is a plug under driver dash wires are blue and black. both wires are cut/pulled out, but I have no idea what it does or if it was like that when I bought the car about a month ago or so.

Please help

check to be sure each injector is firing, could be a blown fuse and you're basically just doing a compression test

I got it started after I left it for a day. What I'm thinking is too much oil is getting above pistons. Spark plugs were covered in oil. Before cleaning sparks off i tried cranking it, after I cleaned them I tried cranking it again, but i believe too oil was already above pistons.

The other thing I noticed is timing belt is making an abnormal noise, doubt it has been replaced. It does have about 177k miles on.

When I bought the car it had been leaking coolant from radiator. Not sure how long it was driven with it leaking.
