What could I have screwed up! It's driving us crazy. It revs us without wanting to go back down. We took apart a lot of stuff and put it back. The one thing I must try is cleaning the MAF wire with cleaner. Has anyone had this problem, and do they know what could possible cause it? TPS possibly. I doubt it is a ground. When my buddy turns the car on it starts at 2000rpm and seems to just go up without going back down.

MAF wire?
Fairly sure ye olde '99 CL does not have a MAF sensor.

Get some throttle body cleaner and spray around the injector O rings at the manifold side, spray around the intake manifold gasket. And verify that the throttle cable is properly adjusted.

What parts did you take off and clean?
If you removed the IAC and cleaned it, you may have not mounted it back correctly, causing a false air leak, or wiped out the IAC.
