Default Running really rich

My 96 civic Ex is running really rich, definately can smell it and it makes a puddle at the tail pipe... how can I fix it? Or can somebody point me to a previous thread about this issue???

What have you try to diagnose the issue? You are certain that it is not condensation pooling on your tail pipe?

I am not sure where to start exactly, I've noticed a significant drop in MPG

I would start by taking the spark plugs out and examining them. If one is black but the others look ok, there's a problem with that cylinder such as a bad injector. If all the plugs are black, it is a general problem like the fuel pressure or a sensor.
