94 Integra ABS DTC-1 - pump motor over-run

After years of my ABS light coming on intermittently (it would come on more or less every other time I started the car), I decided to try replacing the pump and accumulator o-rings. It was tough doing it while the ABS lines were still attached, with the modulator propped up on a board. So I got them replaced and then tried bleeding the ABS system by using a jumper wire between the battery and the ABS pump relay wire. For some reason I had a tough time getting all the air out. I was either getting a ton of bubble in the bleed hose, or the fluid was kind of "frothy". I think I finally got it to come out steady, but I'm not 100% sure. It was really difficult to get fresh fluid into the reservoir without air pockets backing up the fluid in the funnel, and making a mess everywhere.
So after all that I drove the car today. Same damn thing. Same DTC 1 as I've been getting. I checked the troubleshooting procedures in the Helms and checked for continuity between the YEL and BLK wires on the modulator harness, and there was none. According to Helms that means my ABS system is pretty much shot.

That's for a Prelude ABS pump, and I'm not sure if I would be able to do anything like that on my 94 ABS pump/modulator.
At this point I'm about ready to throw in the towel and just remove the ABS fuse and the light from the dashboard. To replace the modulator would be at minimum $100 off eBay, and I don't really want to spend that kind of money on this car, when it already needs a timing belt and water pump, and needs all the power steering pump o-rings replaced. Is that pump rebuild procedure even a possibility?

Why? Brakes still work normally even with ABS not functioning. I don't have the time, money or desire to track down and purchase parts to convert to non-ABS on a car that gets driven to and from work maybe 4,000 miles per year.
