95 EG Fail to start!!! PLS HELP!!

My 95 EG civic will crank but not start, from what I see all belts are on and there are no other signs of what could be the problem.

Check for sparks. Check timing.

is it a manual? If so, I'm betting the CLUTCH PEDAL STOP PAD is missing. This will cause the car not to start (clutch safety switch).
