I'm modifying a Power Wheels, how can I get a custom part?
I'm trying to convert my daughter's Power Wheels from plastic "tires" to real wheels and tires from a riding lawnmower.
The Power Wheels axle is 7/16" in outer diameter. The inner diameter of the wheels is 1". I need something to fill the gap. In a perfect world, some random pipe at Racecar Depot will have an outer diameter of 1" and an inner diameter of 7/16" but I doubt I'm that lucky. I'd need said wonder pipe to be about 3 inches long.
It doesn't matter what it's made out of, really. I'd prefer nylon or PVC, but I'd pay someone to make them for me out of wood if I had to.
I'd like to believe that I can take a 1" nylon or wood dowel rod and then drill a 7/16" hole through the middle, but I think I'm more likely to drill through my hand.
Any suggestions?

I can't seem to find any tube or pipe online (nor any sleeve bushing) that has the dimensions I need. I also tried calling a couple local machine shops but they didn't think it was worth the trouble.
