99 Civic with a b18b1 swap. Previous owner did a lot of work to it and the ecu is tuned with hondata s300 obd1 p28. I'm still fairly new to cars mechanically and would love some help on an issue I've been having.
I've had the car for a year and a half. 1st spring/summer, sat outside while I rode my motorbike. Winter comes, drives fine. Next spring/summer, sat outside again. Current winter, if I apply pressure to the gas pedal like I'm driving, and it reaches around 3000-4000 rpms, it just goes limp, no stall, no lugging, rpms just start falling slowly. However, if I rev it hard, it works as intended.
Car starts and idles perfectly fine as well.
I have only replaced the spark plugs thus far. I am currently asking friends with an obd1 scanner if they could scan my car!
Any other mechanical suggestions/ideas that I could look into or replace that could fix this would be greatly appreciated!
In Neutral at the moment, my foot is depressed on the gas for the entirety of the vid.
Couldn't drive since businesses were still open and I didn't wanna drive around their parking lot. Car still does the same thing while driving anyways.

So when you apply throttle, something goes wrong? Maybe start at the throttle position sensor (TPS). Also you could check the Manifold Absolute Pressure (MAP) sensor. Confirm the voltage in and out of those sensors is correct for various conditions and the readings at the OBD reader makes sense.
Also I wonder if all the sitting has led the gas to go bad or gummed up your fuel system. I would drain and refill the tank with new gas, then change the filters and maybe have the injectors ultrasonic cleaned.
Check to see if any critters chewed into stuff while the car sat (vacuum lines and wires?)...
edit: either check your wiring, check your tps or check your cat if its clogged. If there was a CEL you should be looking at what it is. Plenty of write ups on how to get it with an obd1 ecu.
If the car truly has Hondata S300 in it you can just hook your laptop up to the ecu and see what the sensors are reading, etc...this could help you find out if there is a problem with the TPS not reading properly when pressing the pedal for example.
Just need a laptop, the software is free to download on hondatas web site and the data cable that connects the ecu top the lap top (if you don't have this, you either will have to buy or borrow one).
What does it do on the road? Cars weren't designed to rev up in neutral.
Does the same thing on the road, as I'm speeding up in first gear to around 3000-4000 rpms, it'll go limp and drop back down to idle before I can rev it up again

When you connect your ECU to the computer your going to want to see your TPS values and MAP. Also if you have a check engine light or want to see if you have error codes click on error codes.
