Default Cannot remove ignition key

'91 Civic hatchback
Come to a full stop, put gear shift in Park, 'P' light does not come on in dashboard. Cannot remove ignition key til 'P' light comes on. Why the delay?... sometimes up to 20-25 seconds til 'P' light comes on.

Not sure what is causing the delay, but the 90-91 automatics have a unique ignition switch housing that has a solenoid on top of it that prevents the key from being removed until the car is in park. Sounds like something is causing a delay in the signal being sent to the gauge cluster for the light, and also to this solenoid. I would personally pull the center console cover and start looking around the shifter at the electrical connections there. You could also remove the solenoid from the ignition switch, but that would allow you to turn the car off when it is not in park. If you do that, just make sure you put the car in park before turning it off so it doesn't roll away on you.
