Default D4 blinking and cel on

I have rest my codes and have done a hard reset to my automatic 1998 Integra. I'm getting engine code p0700 and p1790 along with my d4 light blinking. After I've reset and when I turn the key on before even starting the car the d4 starts to blink and the cel comes on? I've checked all connectors and fluid level.. I've tried jumping the harness and I've replaced the coolant temp sensor... I've done everything I could that I have read on line and still no results even got a good ECU and tried that and still can't figure it out... Can anybody help?

You test your tps? I would confirm voltage at the sensor and at the ECU via an obd2 diagnostic tool, through all throttle positions. When is the last time you did a drain and refill on the ATF?

Basically, there is a transmission fault. On my car, on the driver side under the dashboard is the automatic transmission module. Mine has a window with red LED that will flash a code if a fault is present.

I believe on obd2 integras, there is no separate transmission control module and ECU, there is only an ECU with built in transmission control...

Correct

P0700
Can be any of the following:
- Defective Shift Solenoids
- Defective coolant sensor
- ECU (built in TCM). shorted or open circuit

P1790
Can be the following:
- Faulty Throttle position
- Locked up Automatic clutch not engaging

Time to start looking for another transmission.
