UG 590-58030 is a 37820-P2E-L82 out of a 98 California spec Civic DX ???? right?
I have no idea what a 1614743 is.....
almost all Honda ECUs are typically identified by the three digit number in the middle of that number I supplied. (ie P2E)
the first number is the honda code for ECU
second three digits are the vehicle identifier
third set of three digits are the emissions/point or origin, trans type and ECU hardware version.
