Default 99 EX won't rev past 3500

Hey everyone, first post here. I just bought a 99 civic EX to turn into a circle track car. I currently have a 97 DX that I run, and it runs good but lacks motor. I'm not dumb to motors or mechanics, but I am dumb to all the specifics and quirks of Honda Y8's and need some help with this 99 I just bought.

So the car had the motor replaced at some time and the kid I bought it from sold it cause he said it "didn't seem like it's getting enough fuel" and was sluggish. He didn't have the knowledge or money to fix it.

The car it stock except for an intake tube, new plugs, wires and fuel filter. The car starts and idles smooth and is a little responsive in park. If you rev the car is revs sluggish and seems out of breath by 3000rpm. If you hold it on the floor it hits about 3300 rpm and starts missing and popping like you hit an ignition rev limiter, not like when you hit a fuel on off limiter. It will not rev past 3500 whether it's parked or moving. Also, the fan is running as soon as you click the key on, like some things do if they were in limp mode (not sure if these have a limp mode).

I pulled the codes suing the CEL and I got code #4 crank sensor, code #9 cylinder sensor and code 22 vtec pressure valve.

Please throw some knowledge at me regarding these codes. Which of the codes is causing the miss/ limiter and any direction to fixing them to make this thing run right.

The GM V8 guy in me would really appreciate the help. I'd like to know this runs right before I hit it and start a cage.

Possibly a clogged Vtec cylanoid. I had one do that to me in a 98 Accord. Try taking it off the back side of the head on the passenger side and clean the screen out inside of it.

My 2000 EX auto won't rev past that in park or neutral but will happily do so when actually in gear. Seems intentional.
