Default 1999 civic injector issue.

OK I browsed all kinds of topics used there advice still nothing. My particular issue is no injector pulse I have power on the yellow wire on injectors. Checked all grounds on engine and ecu side and tested all the modules inside the distributor everything checks out I have spark. Here is the kicker I have 10+ volts at the ecu for the individual injector wires I was wondering if this is normal any help would be appreciated I'm stumped.

The common wire is always live (from the main relay). ECU pulses the injector wires to ground to open the injector. This is very hard to see on a voltmeter; use a "noid light" test instead.

If the ECU really isn't driving the injectors, it could be that the TPS voltage is wrong. I'm not sure about the CIvic but most fuel injection systems have "flood clear" logic where if the throttle is held wide open while cranking, it doesn't inject any fuel.

I understand that the common wire is live but the each individual wires that the ecu are supposed to ground out have 10+ volts at the ecu plug I'm trying to figure out if that's correct I'll check the tps voltage soon thank you for that tip.
