What is a fair price for a tune up?
It all depends on what's wrong with it/how long you've gone since the last scheduled maintenance interval.
I heard my Honda dealer on the phone not long ago, $800 to replace the tie rod ends and do an alignment on an Odyssey; maybe you can use that as a gauge.

like stated above, it all depends what's wrong with it and how long it's been since it was last serviced. a tune up can but doesn't always include a ton of different things. generally a tuneup includes oil change, air filter, sparkplugs, and a general lookover. but it could also include tranny fluid flush, power steering fluid flush, coolant flush, pcv valve, checking ignition timing, and more.
if all you want done is an oil change and sparkplugs, well it's only 1.0 hours labor time to do the plugs, and you'll probably pay about $15 per plug if they give you the good ones. so thats $90 plus tax for plugs, plus whatever labor rate is per hour (for one hour) plus the cost of an oil change.

There is no such thing as a tune-up anymore. That was for a time when you replace the oil check your points in the distributor adjusted your carb and swapped plugs
Neat $650 could be a very good deal or a very bad deal depending what service is there performing there is regular maintenance required in these engines and some of those maintenance items can get pricey
