Default 2001 Honda Civic What is this loose wire in engine?

The car has been running fine but today i popped the hood and saw this wiring detached from something.
What is it and what does it do?
Can i fix it without electrocuting myself?
Is it of extreme importance?
Its the one with the red ends.

Buy a new ground strap. It is #15 in this diagram and about $22: 2001 Honda Civic LX 4D 4AT ENGINE WIRE HARNESS

Did this myself preventatively about a month ago - easy DIY.
