What could cause an injector to not fire?

The fuel pump primes, I get spark, and fuel, just nothing out the injectors.

I'm running a 2000 JDM H23 in a 91 Honda civic wagovan. The car was previously converted to Multipoint, and now it's fully converted to obd1. I have a chipped p28 for this exact setup.

I'm running a k20 intake manifold and f23 injectors and fuel rail. I don't know what I'm doing wrong.

I do remember that the stock f23 fuel rail is basically mounted backwards since the k20 intake is inverted.

 

... Well, I had my buddy trace everything back and we've concluded it had to be a connection in the harness...

Installing a new harness later today.
