Default Possible crank seized

i have a B18C4 in a 99 integra that I just rebuilt due to a spun bearing o lb the crank shaft. Last year I started the build and in January I went on deployment and returned in June. Before I went on deployment I finished all the internal and remember being able to turn the crank very smoothly. When I got back I installed the flywheel, clutch, tranny and dropped it in.

When I went to start it I was able to get it to turn over but it wouldn't start. I attempted this several times with no joy. I checked for spark, main relay and have fuel pressure and all checked good. Went to double check timing and I wasn't able to turn the crank manually. It was super tight and I broke an extension doing it.

Process of elimination started. I removed the following components and each time I tried to manually turn the crank. Spark plugs, starter, tranny, clutch and flywheel. Originally I thought maybe the starter seized or flywheel hitting on the tranny preventing it from turning. Once it was just the motor left I still couldn't turn it manually.

Put out the motor on the engine stand, removed the oil pan and everything looked good inside and nothing was damaged or showed any signes of binding. I tried again to turn the crank manually and it was a bit stiff at first but was able to get it to move and after of about 3 rotations the crank is now turning smoothly like I remember from before.

Im wondering if anyone has ever seen this and if so what could or was the cause. Also does anyone have any ideas on why the engine wouldn't start??

main bearings perhaps. If it moved easily before and now it doesn't, something came loose.

Is it salvageable?
Just checked the thrust bearings to make sure they were installed correctly and made sure all connecting and crank bolts were torqued properly. After installing the oil pan I flipped the engine to check the timing once again and the crank pulley split. The alternator and AC section of the pulley literally slid off. I have never seen this before. Is this pulley salvageable or do I need to get another one?

replace it. I have seen crank pulleys go bad on SR20DE's but not on a Honda motor.
