P0135 and P0141 codes

P0135 and P0141 codes
2001 Honda Civic LX with P0135 and P0141 codes. Same issue with my Civic, cleared codes, 5-10 sec after engine starts.. codes pop up. O2 sensors good, tried on new ones, same deal., checked for voltage and ground from harness .. all good. Is there supposed to be any voltage or resistance from the harness on the other 2 wires?
Also no cracks or visible shortage / grounding wires.. just frustrating!!!
