I have a white 2001 accord. One of my fenders is damaged, I scored a replacement with a small scratch along the wheel wheel rim. I wanted to either touch it up, or spray some white and blend it in. Maybe a touch up pen?

 

You could probably get away with it and spray can it white very lightly. A touch up pen will be noticeable, but then again the white spray may also be noticeable.
For sure way of it looking clean, sand the whole fender and spray/blend white in the area needed and clear coat the whole thing.
