2002 civic issue d17a1 HELP!!!

185xxx miles
P1519 code
New timing belt which is in timing checked today
New idle air control valve
New throttle position sensor
New plugs and coil packs
So start off by saying I tried restting pcm and to reset the idle
Car won't get above 4.5 grand with pedal to the floor but I notice earlier when you gradually give it gas without going over half throttle it will actually tac out
Anyone have and ideas or experience with this all help would be awesome

I'd suspect a vacuum leak. A vacuum leak can make the car not idle correctly, and if it's bad enough that the idle control valve can't compensate for it, the computer might assume the valve is faulty and throw the code. A vacuum leak would also ruin your air/fuel mixture and could cause the engine to not run correctly (low power) under load/heavy throttle.
This is a guess however.
You say there are a lot of new parts - timing belt, IACV, etc. When did the problem start? Did it start before any parts were replaced? Right after the timing belt was replaced? That could help point to what may have gone wrong.

Honestly got the car like this and have been trying to get it right I feel like I can hear a slight vac leak but can't seem to locate it have tried carb cleaner around the pcv hose and any other house I can see around the area I hear it with no luck yet
Spraying carb cleaner or some kind of fluid to detect leaks is one option. There is a vacuum hose on the rear center (hard to reach) of the intake manifold that connects to the brake booster, and another one next to it (above/below) that connects to either the IACV or the EGR system, and another much smaller one on the driver side of the intake manifold. And probably others.
