I HAVE A NO-START CONDITION ON MY 2005 HONDA ELEMENT AND WANT TO DETERMINE IF IT IS FUEL OR SPARK.

Spray some starting fluid past the open throttle body while someone else cranks the car. If it start, your problem is fuel related. If not, it may be spark related or something else, but you can rule out fuel.

Thanks. We tried that. Turned out to be an electtical short in the Idle Air Mixture Control. Very weird and caused failures/codes on a lot of sensors.
