2005 Civic Ex Special, P2646, 4k Rev limiter

I have looked around for a while online trying to find some more information on this problem, and have seen this site pop up a bunch. Here is the complete list of events...
P2647 = GENERIC( 'A' Rocker Arm Actuator System Stuck on Bank 1), HONDA(Rocker Arm Oil Pressure Switch Circuit High Voltage)
P2646 = GENERIC ( 'A' Rocker Arm Actuator System Performance / Stuck Off Bank 1), HONDA(Rocker Arm Oil Pressure Switch Circuit Low Voltage)
Any thoughts/suggestions? I am new to cars, and really didn't know anything at all about them until March.

- March 2017: Broken steering column rack and pinion bolt, along with P2647(https://www.autocodes.com/p2647_honda.html) CEL code
- Repaired, and CEL dissapeared
- April 2017: Car overheated, and I kept driving for a while, refilling coolant, etc.
- May 2017: Finally took car in, and diagnosed a broken head gasket
- Repaired, and on return of the car P2646 (https://www.autocodes.com/p2646_honda.html) CEL code appears on revving to ~4k rpm, with stuttering and back kick from the engine
- May 2017: P2646 code remained, so I took back to mechanic and he said that he overfilled the oil. He drained it and refilled, cleared the codes, but P2646 CEL code comes back at 4k rpm.
- P2646 shows in BOTH pending and stored codes
- Once hitting 4k rpm, Car stutters and shakes and will not allow any acceleration or going past 4k rpm

The 4k Rev. limit is due to your ECU being in LIMP Mode. With an active CEL, you're not going to be able to get out of LIMP mode. You'll need to remedy the problem first.
