CEL issue, goes off when car is turned off

Default CEL issue, goes off when car is turned off

Its a 94 civic ex, stock motor, is rough starting and idling.
it doesn't throw a code until it hits around 3k rpms.
once it has a check engine light, when i turn off the car to pull the code, the code goes away and acts like it doesn't have any. could a bad ecu cause this?

Click on the CEL sticky up top. It will tell you how to retrieve the code in this situation.
