Default Emissions?

I need to ask an easy question. Are any engine swaps endorsed by these forums emission compliant?
The reason I ask is because when anyone has any questions about a F series motor, everyone jumps on the "just swap it out" band wagon. The problem is that some of us still have to be legal, and no one seems to have a legal solution.
Is there a way for the H22 or the G23 or any other swap to pass emissions?
If not then how is everyone getting away with it?

Passing a simple emissions test is easy on a H22A swap... passing a California BAR visual will be another matter. Much of this will depend on how emissions are tested in your area. Since you have offered no location in your avatar nor any specifics as to your testing procedures, I cannot offer any suggestions to help you at this time.
