my 99 accord distributor is moving

my distributor is moving when I try to start my car what would make it do that it is as tight as it will go and my car won't start

it is as tight as it will go and I don't think I can move by hand I will go see

So what makes you think it is moving if it is tightened down and you can't move it by hand?

because I have watched it move up and down when my friend try to start my car and you can't move it with your hand but when you try to start it it starts moving when its trying to crank

That is a pretty good sign...is it rotating I guess? Is it properly seated into the end of the cam? Are all 3 hold down bolts tight? Sounds like a funky issue you are having.
