Default Do I need to bleed my brakes?

Hi. I'm an owner of a 1991 Honda Accord. It's been sitting for about 6 months (due to a theft) and i've recently got it running. One of the major problems im noticing, is that the brake pedal does not want to go down. I added brake fluid but it appears to be full, because it doesn't take any more fluid. I checked the brakes and they still have some life to them, but my car does not want to brake. Someone told me that I might need to just bleed my brakes. Is this true?
And if so, what are the steps to bleeding brakes? Thank you!
