Brake booster cotter pin removal

I can't get the pin out at all. Is there a certain tool I need to use? This is for a 97 Honda Civic cx

Are you talking about #18 in the picture? Usually I can just use some snips and cut it in half and take it out in two pieces if I can't get it out with a pair of needle nose pliers.
