VSS fuse?
If that particular fuse were blown, your car would not start.
the following link is a comprehensive guide to troubleshoot your VSS, use it and be victorious!
VSS - Vehicle Speed Sensor Troubleshoot, Repair, Replace - How To.
I struggled for a long time through this to find out I needed a new cluster. If you've replaced your VSS already and you're still having problems and have NO cel, chances are that you probably just need a cluster as well. Lol.. Either way, this link will help you figure **** out.

If your Civic is a 1996 to 2000, you should search on the "Fuse 15 Problem."
The fuse involved there is of course #15 under the dash. With the fuse blown, the car will still run, but the speedometer does not work, several CEL codes are thrown, and the voltage from the alternator varies causing all the lights on the car to flicker.
