Default Surging idle after sitting/transmission install...

So with a ton of help from a friend we got a rebuilt transmission installed in my 2001 accord sedan 4 cylinder sulev... and have ran into a few problems. Mainly the idle is surging between 1-2k rpm. Revs fine and drops down to normal idle but then surges repeatedly.

sitrep:
Car was sitting for about 4 months with stock intake off. Throttle was a little sticky, so we sprayed it free. Could the throttle body be dusty/dirty, should I hose out the intake with cleaner?

Suspicions:
After installing this rebuilt transmission, I discovered a hose left over. It looks like a vent, drain hose as it's flared on one side and looks unused on the other. It's small fuel/air hose sized, in an S shape. I have no idea where this goes and can't see an exposed fitting anywhere.

I think it's the breather tube (H) on this page, but I can't see anywhere it's supposed to go on my engine. Does anyone have a pic of their own, or any ideas?
