My 96 civic doesn't mark the speed or miles it doesn't jump around just stays at 0. There is no check engine light, I've checked both input and output VSS, all the wires look good none corroded! I've also opened up the dash and checked behind the gears behind the gauges but everything is fine, has anyone ever solved this problem?

 

Try a different cluster. Get one from junkyard or ebay.
