AC Problem - won't suck r134a and clutch doesn't kick in
i vacuumed my low and high side. Both kept their negative pressures.
Tried to add (1) 12oz can but it wouldn't take it all.
Low side reads 90psi and high side reads 80psi.

The obvious stuff first: compressor plugged in, fuse not blown, relay in place, condenser fan comes on?
Unplug the pressure switch and measure ohms to confirm it is closed circuit. Above 50 psi but less than 450 psi it should be closed.
The system uses negative logic. You can probe a wire at the pressure switch (switch plugged in) measuring voltage to ground and watch it change when you press the A/C button. The controls inside the car pull the wire to ground to start the A/C. This ground should turn on the fan. It also passes through the pressure switch and tell the ECU to start the compressor. (92 to 95 models have the fan on the other side of the switch, fan will only run if pressure is in range).
If the engine idle is abnormally low, ECU will disable A/C to try to prevent stalling.

Frustrated I did what I read I should not do and I shorted my compressor on and it worked great.
I was also able to fill the lines and was able to get my low pressure to 40psi and high pressure to 210psi.
But it sill won't kick on by itself. I measure the voltage at the connector going to the compressor and it measures approx. 13volts but plugging it is still does not start the compressor???

I worked through all the issues you've listed and tracked my problem down to a $6 relay!
Firestone wanted to vacuum and recharge first, they said I was 15oz's short which was wrong, and then wanted another $89 to run an A/C electrical test & $69 to read or "diagnosis" my engine light code. Overall they wanted over $300 which did not include the fix when it seems they knew what was wrong but wouldn't tell me although I paid the $49 initial diagnosis.
