so my car was stollen when i got it back goto start it and it would just rev to 4000 and stay looked under the hood it looks like the tps sensor was un plugged, i plugged it in and now its surges from 4000 to 1500

 

You could have a vaccum leak some where, mine did the same thing when i got it back from the guy I sold it to. It would start up and stay at 4k, it had a vaccum leak. look for that issue

 

Try to reset the ecu. On my 92, it's the back up light fuse, under the hood. The ecu fuse ( on my car) won't reset it. Other than that, the whole system (crank angle sensor, timing advance, ignition module) are all part of the distributor. Id also recommend adjusting the ignition timing if u can get a solid idle. I also know, that if the pcv valve is damaged or disconnected, the idle will not be steady.
