Fuse 15 blows

Icon5 Fuse 15 blows

I have a Canadian built 1996 Civic LX, with D16Y7 engine. I recently took a trip and on way back I got a CEL with codes P0135, P0141 and P0501. I also had pulsing headlight and dash lights. I wrongly assumed alternator was bad so changed that. I read one of the forums here and was pointed to fuse F15 being blown. I replaced F15 (which was blown) and everything seemed normal for about 5 min. F15 was blown again. I check under dash, no issues found. I disconnected big connector under hood as well as alternator small connector, both O2 sensors and VSS connector. Short seems to be on engine side of wiring harness, (black/yellow wire). I wonder if anything else is connected to circuit or do i just have a short in cable some where?

Thanks for posting the pdf TomCat. Been battling with this issue for over a week. The diagram in the TSB is valuable.
