so the cigarette lighter and climate control ***** and blower fan and fuel gauge are all not working after I attempted to set the timing by using a paper clip to short across two wires on what appeared to be the proper test plug up under passenger side footwell

the car was idling while I was fiddling with the plug and paper clip and blower fan was on high (cold out)

when it sparked thr blower motor shut off

i see the blower fan 40 amp fuse under the hood...but hard to tell if its burned out...and advanced auto doesn't seem to carry it

but the cig lighter and fuel gauge are also not working

where to get that 40 amp fuse?

oh, it is a 1999 Civic ex

Seriously? You can't tell if its blown. Did you not remove the fuse to inspect?
You need to check every single fuse in both fuse box. There may be one or more fuse blown.

Got it
it was the little 7.5 amp fuse under dash

blower motor working now

ill inspect other fuses tomorrow

Just FYI....insert the jumper wire/paperclip with the KEY OUT OF THE IGNITION!

Clearly, you used the wrong plug. It is safe to jump the ECU test plug at any time, though I think you are supposed to turn the engine off and re-start it with the plug already jumped before setting the timing.

Check the car schematic and go by the wire colors on the plug.

Service connector wires are Brown and Black.
Insert the paper clip with the engine off.
Then, turn the engine on.
Let the engine warm up before attempting to time it. You can hold it at about 3000 RPM until it warms up.
Check the timing with NO ADDITIONAL Load (no headlights, no blower fan, no rear defrogger, and no AC)

For D-series
M/T 12*+-2* BTDC (Red) during idle at neutral
A/T 12*+-2* BTDC (Red) during idle in N or P

for B-series
M/T 16*+-2* BTDC (Red) during idle at neutral
