Have you checked the fuses in the under hood fuse box?
Fuse 37 40A - blower motor relay
Fuse 35 20A - condenser fan relay
Fuse 33 20A - radiator fan relay
And under dash fuse box
Fuse 13 7.5A - Relay coil power
Yes they are all connected in some way to climate control. 94

checked all fuses, it seems as though the fuse that controls the climate control under the dash is partially working, i took out the fuse and used the test light to check both slots of the fuse and only on side lights up, does this mean one of the wires is fried??

No, only one side is hot the other side is the load, the fuse "closes" the connection.
You have checked all the fuses I mentioned?
If you look close at the top of the fuse, you can see the "test tip", put the fuse in and put the test light prob to each one, you should read 12V on both, if not the fuse is bad, BTW a fuse does not have to look blown to be bad. 94

i used the test light and checked the fuse itself while it was still located in the fuse box and the top part lights up, but the bottom doesnt, im wondering if it could be the wire that might be fried?

If only one of the test tips show power, the fuse is ng. as I said it does not have to look blown to be bad, a common problem is the filament breaks right where it is connected to the fuses "legs", can be very hard to see sometimes, replace the fuse. 94
