I heard that dual tube is more specifically for street and mono is more specifically for circuit.

You were misinformed.

Generally, and this is pretty general, but for the most part, Monotube > Twin Tube.

Twin tubes provide a better ride quality and are more robust/will take a bigger beating externally.

Twin tubes also have more useable travel. Monotubes just make better use of their limited travel.

Twin tubes also cheaper.

So...in a few ways, twin tubes are indeed a better choice for a street car.

lol...all things being equal, they do.

Monotubes have an air spring added to the compression side.

With twin tubes, There's a lack of high pressure gas on the compression side of the piston. So you don't have the rattling over successive small bumps that monotubes tend to display.

You can, ofcourse, tune that out to a degree...and the upside is better response from the suspension. But...twin tubes are typically more comfortable.

There is also a somewhat loose definition of "twin tube". Check out the description for Öhlins TTX, for example.

Anyway, to answer OP's question...don't focus too much on monotube or twin tube. Ask and seek out better questions as to your intent of use.
