Default Service check connector CEL behavior

Hello all. Simple question. When I plug in the service check connector, if I have no codes set, what does the CEL do? I was under the impression that if no codes are set then the light stays illuminated and doesn't blink at all. When I short the wires in my '98 HX, the CEL fails to turn on or flash. The CEL passes the self test when the car turns on of course. Is this normal? Or are my service check connector wires screwed up?

The reason I ask is because I'm adjusting the spark timing.

The behavior you described of how it's supposed to work is correct.

2nd this. It sounds like you may be miss jumping the service connector.

He noted awareness of that. The problem is the CEL doesn't come on or stay on solid with the service connector jumped.

That is a problem of one sort or another.
