Okay so before I start to explain this 1992 Prelude was a H23 swapped to a F20B DOHC. The following fuel related parts were retained and used to put the swap together;
H23 Upper Throttle Body, Fuel Rail, EGR
I am running H22 resistor box type injectors, OBD1 P28 chipped ecu by Phareable on a custom basemap (o2 in openloop), highflow flowmaster cat, and H22 FPR.

The car runs extremely rich, black smoke and horrible odor defiantly non-burnt fuel. I have changed spark plugs, igniters, ICM. Car idles and drives fine just is extremely rich and gets horrible gas mileage. Sometimes it will bog down sitting at a long line somewhere like the plugs are being flooded with gas, but can usually rev it to get all out. Any suggestions? Will a VAFC help? Also adjusting the dizzy timing has little to no effect.. have tried.

basemap means that you can start the car - not that you can drive it.

you need proper tune/maps there for sure

are you sure that the engine is healthy? compression and leak tests done?

Yup, I would say get a good tune and your car will be happy, probably make enough more power to surprise you as well.

You need a tune. If you continue to run the car that rich, you run a very high risk of washing the rings out or damaging the bearings due to oil contamination. Change your oil and take it to a tuner.

I would seafoam it to check for an exhaust leak anywhere from the exhaust manifold to past the oxygen sensor.

The OP stated that the car is in open loop, so the O2 is disabled. No corrections are being made via the O2. It's running directly off the basemaps fuel maps. Seafoam isn't going to do anything. OP needs a tune.
