Default 1999 civic sedan p1768 flashing D4

Got a 99 civic sedan with a d16y7, auto trans. I replaced the rear main seal and put it back together and now I get a hard p1768. Won't clear. D4 flashing. Everything is plugged in, no pinched wires. I unplugged the linear solenoid pin connector and with the key on, the red wire only gets .9 volts and just over 1 volt when running. I didn't have a wiring diagram available, only thing I had was a guided component test on my scan tool. And looking at that, it shows the red wire should be battery +. Can anyone confirm this? I find it strange that it was fine until I removed the trans to do the main seal and now I have this code. I followed the wire to the ecm and it's putting out the same voltage at the plug, less than 1 volt. Bad pcm? I got the diag steps for the code off all data, just haven't gone through them yet. Any input would be great, thanks.
