1996 Honda Accord Blue CEL code plug
Alright having some problems retrieving codes. I have my own code scanner and when I plug it in it says reading, then comes up no link. So I tried using the blue plug with a jumper wire, and nothing. Checked for power to the plug and there is none. Any suggestions on what to do? I have a no start issue, no spark. Checked for spark off cool, nothing. Did test on ICM and it checked out good. Need to know what to do next. Thanks

If the CEL does not light up when you normally turn the key to II(ON) then the bulb is probably blown out and you will not be able to retrieve codes via the CEL lamp.
If no communication from the OBDII port there may be a wiring issue. If the factory radio has been replaced the harness may have been incorrectly modified.

No the CEL does light up, but when I jumper the blue plug down under the glove box, it doesn't flash as it should. An aftermarket stereo was installed by previous owner. are there any wiring schematics I could use to determine if a modification was made incorrectly? All help is appreciated.
If the CEL flashes when driving but when you turn the ignition to I(OFF) and back to II(ON) to check for any codes but there are none, then the codes are not being stored to memory. If that is the case then when the CEL flashes pull over, leave the engine running, and then jumper the two wire blue connector. You should be able to retrieve the code with the engine running.
What are you trying to diagnose?
Pull the radio, ideally the factory harness was unmodified and an adapter plug would have been used to maintain factory circuit integrity. But if it was hacked up, no idea what they may have done. Not uncommon for aftermarket electrical/electronics installs to tap power for the ECU, that causes all sorts of problems.
I bought this car a few days ago not running. I did the correct checks to see if I'm getting spark, which I am not. It has a CEL on when key is on, so I was hoping to get codes to better pinpoint what else could be causing it not to have spark.
as to the radio issue, I've installed aftermarket radios in all of my vehicles and I've never ruined the wiring to the point where it interfered with retrieval of codes. I'll re-inspect the harness. I know quite a bit about hondas and have worked on quite a few, but this is a problem I've never encountered. I've never had an issue checking codes.

The CEL lamp will illuminate when the key is turned to II(ON). It does not mean there is a code. It's a functionality check. If it is an automatic the D4 lamp will also illuminate when the main relay turns on and the fuel pump primes. Then will turn off when the relay turns off. CEL lamp stays on until engine startup.
